Is my bf cheating on me?

me and my bf have been together 4 half years...last summer he cheated on me and left me for some other girl but came back 3 months later...then he went to indiana to his dads to work...i use to go with him but i came home now i wanna go back up there and he promised hed come get me but since then he aint called or txt me back in a week...i dont know if somethin is wrong or what...could it be he is avoiding me...?i asked him if he wanted to break up and he said no...so idk i just need some help please...
