Is there a new drivning age law taking effect in Indiana?

I am very confused because everyone (including my old driving instructor) is telling me that as of July 1, 2011 the legal age that someone can obtain a driver's license in Indiana is 16 and 3 months old, but I just visited the BMV's site and I am being told different answers. Please help :D
