I need some advise please?

I have messed up I know before I even ask. I have 2 boys 5 and 7 yrs old. My 5 yr old is my baby I have babied him 2 much and now i need to fix it he is going into the first grade and thinks he should get his way all the time. He is getting to where if he doesn't get his way he throws things kicks yells and if i go to punish him he crys and says im sorry i wont do it again but he does. My 7 yr old now says we make a diffrence in them thats not what i want how do i fix what me and my husband have caused. We totally admitt it is our own fault but we r taking a step in trying to show him they both have to follow our rules
