4 month old likes to wine for attention (not cry) what should I do? "10 POINTS BEST ANSWER"?

I lucky I got a baby that doesn't cry for every thing, she only crys when she's tired and hungry. But she likes to wine a lot when she is bord. So I pick her up so shell stop. But I have a feeling if I keep doing that she will get worse as a toddler. Should I just not pick her up and just play with her or not pick her up and make her understand that's not the way to get attention. Or should I start that when she starts crawling and walking. Please tell me what I should do!
